Firearm & Ammunition Transfer — How to Do It Legally in Illinois
If you’re gifting, selling, or transferring firearms, ammunition, or firearm accessories in Illinois — or if your FOID/license is suspended or revoked — this page explains the legal steps you must follow, the documents you need, and how to complete a Firearm Disposition Record. Keep this page handy and follow each step to stay compliant.
What “48 Hours” Means Legally
-
The clock starts the moment you receive the revocation/suspension letter, not the date printed on it.
-
Once received, you have 48 hours to:
-
Surrender your FOID card to local law enforcement (police department or sheriff’s office).
-
Transfer, sell, or store all firearms you own or control.
-
Complete the Firearm Disposition Record (listing where each firearm is transferred or stored).
-
Send a copy of that record to the Illinois State Police — usually by email to isp.frcu@illinois.gov or as directed in the letter.
-
Who Is Responsible for Verifying a Transfer?
-
In Illinois, the person transferring or selling a firearm or ammunition — whether it’s a private individual or a business — is legally responsible for confirming that the recipient has a valid Firearm Owner’s Identification (FOID) card, or that the transfer is processed through a licensed dealer (FFL).
This verification must be completed before the transfer takes place. -
To verify a FOID card or conduct a lawful private transfer, visit the official Illinois State Police Firearm Transfer Inquiry System at:
Once verified, the system will issue a transfer approval number — keep that number and record it on your Bill of Sale or Firearm Transfer Record for compliance.
